Hadith Commentary:
From this hadith, it is derived that if a person is not intending Hajj or Umrah and goes to Makkah Sharif for some work or business, then he may enter without the ihram.

Hadith Commentary:
(1)
From this hadith, it is understood that entering Makkah al-Mukarramah without ihram is also permissible. Ihram is only necessary when one intends to perform Hajj or Umrah.
(2)
It is narrated from Jabir radi Allahu anhu that on the day of the conquest of Makkah, when the Messenger of Allah sallallahu alayhi wa sallam entered Makkah al-Mukarramah, he was wearing a black turban.
(Sunan Ibn Majah, Kitab al-Libas, Hadith: 3586)
The answer to this is that the Messenger of Allah sallallahu alayhi wa sallam, at different times, wore both the turban and the helmet. Thus, it is possible that at the time when he entered, there was a helmet on his blessed head, and then after removing it, he wore the black turban, because in one narration it is mentioned that the Prophet sallallahu alayhi wa sallam delivered a sermon at the door of the Ka'bah while wearing a black turban.
(Sunan Ibn Majah, Kitab al-Libas, Hadith: 3584)
Ibn Battal said that the fact that the Messenger of Allah sallallahu alayhi wa sallam entered wearing a helmet on the day of the conquest of Makkah is an indication that he entered in a state of war and was not in the state of ihram.

Benefits and Issues:
➊ The use of weapons in war or the use of items for protection against the enemy’s weapons is not contrary to reliance upon Allah (tawakkul).
➋ Makkah Mukarramah is a sanctuary (haram) where fighting and combat are prohibited. Allah Ta’ala granted the Messenger of Allah (sallallahu alayhi wa sallam) special permission for jihad on the day of the conquest of Makkah. When Makkah was conquered, the prohibition was reinstated.
➌ The Messenger of Allah (sallallahu alayhi wa sallam) used the weapons and defensive items common in his time, such as helmets and coats of mail (zirah). We should use modern items, and in fact, we should invent or manufacture them ourselves. Therefore, acquiring, preparing, and using the most modern tanks, submarines, armored vehicles, and military attire such as helmets, night-vision goggles, etc., is a requirement of the Shari’ah.
