´It was narrated that Marwan bin Al-Hakam said:` "I was sitting with 'Uthan and he heard 'Ali reciting the Talbiyah for "Umrah and Hajj (together). He said 'Were you not forbidden to do this?' He said: 'Yes, but I heard the Messenger of "Allah reciting the Talbiyah for them together, and I will not igore what the Messenger of Allah said in favor of what you say.''

(1) ‘Uthman (radi Allahu anhu), like ‘Umar (radi Allahu anhu), also used to prohibit combining Hajj and ‘Umrah, because he considered Hajj Ifrad to be superior, and on this basis he would also command it. And this was his personal ijtihad (independent juristic reasoning). In any case, if someone wishes to perform Hajj Qiran or Tamattu‘, there is no harm in it. In the light of the ahadith, this position is correct. And Allah knows best.
(2) A scholar should propagate and express his knowledge. It is not permissible to conceal an issue out of fear of the rulers, but this expression should be with the intention of reforming and wishing well for the Muslims, not for laying the foundation of discord.
(3) One mujtahid (independent jurist) cannot compel another mujtahid to follow or support him.
