Hadith 2463

أَخْبَرَنَا زِيَادُ بْنُ أَيُّوبَ ، قَالَ : حَدَّثَنَا إِسْمَاعِيلُ هُوَ ابْنُ عُلَيَّةَ ، قَالَ : أَنْبَأَنَا دَاوُدُ ، عَنِ الشَّعْبِيِّ ، قَالَ : قَالَ جَرِيرٌ : قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : " إِذَا أَتَاكُمُ الْمُصَّدِّقُ فَلْيَصْدُرْ وَهُوَ عَنْكُمْ رَاضٍ " .
´It was narrated that Ash-Shabbi said:` "Jarir said: 'The Messenger of Allah said: When the Zakah collector comes to you, let him leave happy with you."'

Most people are not aware of the detailed rulings regarding the amount of zakat, which is why they think that the zakat collector is taking more than due. In any case, when giving zakat, this feeling tends to prevail, so the authority to determine zakat was not given to the general public, but rather to the collectors, because they are well acquainted with the details of zakat. People have been instructed to pay zakat according to their (the collectors’) demand. If there is any complaint, they should go to the higher authority and obtain a decision. However, if every individual were given the right to resist, administrative chaos would spread and the country would fall into disorder. This hadith does not mean that zakat collectors are permitted to act arbitrarily.

Benefits and Issues:
The officials of the government, and the government itself—provided it is an Islamic government bound by the commands of Allah and His Messenger (sallallahu alayhi wa sallam)—should always be approached with obedience and compliance. This is necessary so that an atmosphere of mutual trust and unity is maintained, and so that tension and discord do not arise in circumstances due to suspicion and mistrust of one another. However, this obedience is to be in matters that are correct and permissible. It will not be in disobedience or unlawful matters.

1589. Commentary: "To please the official" refers to the situation where he demands a legally obligatory right, so it should be fulfilled for him, and one should deal with him in a good manner. And it is evident that this ruling pertains to just and non-oppressive officials.

Benefit:
This means that you should meet him with a cheerful face, assist him in fulfilling his request, and pay the zakat happily.
Even if, in your view, he is asking more from you than what is obligatory, still give it.
If he is mistaken, then the burden of that mistake will be upon him; you will receive only reward.
