عَمْرُو بْنُ عَلِيٍّ ، قال : حَدَّثَنَا
يَحْيَى بْنُ سَعِيدٍ ، قال : حَدَّثَنَا
شُعْبَةُ ، قال : حَدَّثَنِي
أَبُو عَوْنٍ ، قال : سَمِعْتُ
جَابِرَ بْنَ سَمُرَةَ يَقُولُ : قال عُمَرُ ،
لِسَعْدٍ : قَدْ شَكَاكَ النَّاسُ فِي كُلِّ شَيْءٍ حَتَّى فِي الصَّلَاةِ فَقَالَ سَعْدٌ : " أَتَّئِدُ فِي الْأُولَيَيْنِ وَأَحْذِفُ فِي الْأُخْرَيَيْنِ وَمَا آلُو مَا اقْتَدَيْتُ بِهِ مِنْ صَلَاةِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ " قَالَ : ذَاكَ الظَّنُّ بِكَ .
´Abu 'Awn said:` "I heard Jabir bin Samurah say: 'Umar said to Sa'eed': "The people are complaining about everything about you, even about your prayer." Sa'd said: "I take my time in the first two rak'ahs and I make the other two shorter. I do my best to follow the example of the Messenger of Allah (ﷺ) in prayer." 'Umar said: 'That is what I thought about you.'"

1003. Commentary:
➊ Sa’d ibn Abi Waqqas radi Allahu anhu was an early convert to Islam. He was among the ‘Asharah Mubasharah (the ten individuals who were given the glad tidings of Paradise by name from the tongue of the Messenger). He was from the maternal relatives of the Messenger of Allah sallallahu alayhi wa sallam and was the conqueror of Qadisiyyah. Umar radi Allahu anhu appointed him as the governor of Kufa. He was removed from office due to the aforementioned complaint, but among the six Companions whom Umar radi Allahu anhu nominated for the caliphate after him, Sa’d radi Allahu anhu was also included. And he clarified: “I did not remove him due to any deficiency, rather it was an administrative matter, therefore he is worthy of the caliphate.” Radi Allahu anhu wa ardah.
➋ Most of the people of Kufa were ill-natured. They were accustomed to making false complaints. They would even trouble the governors. They would not let anyone remain in office. Hajjaj kept them under strict control. The aforementioned complaints about Sa’d radi Allahu anhu from them also proved to be false. Even then, Umar radi Allahu anhu removed him, because when misunderstandings between the ruler and the ruled reach such a level, the affairs of governance cannot be conducted smoothly.
➌ It is recommended (mustahabb) to lengthen the first two rak’ahs.
➍ The noble Companions radi Allahu anhum were very diligent in following the Prophet sallallahu alayhi wa sallam. Their prayer was exactly in accordance with the prayer of the Prophet sallallahu alayhi wa sallam.
➎ If the government receives a complaint about a governor or official who is responsible for people’s affairs, the ruler of the time may, in view of public interest, remove him even if no charge is proven against him.
➏ The one who is removed from office may inquire about the complaints made against him.
➐ It is permissible to praise someone to his face, provided there is no fear of him falling into temptation (fitnah) because of it.
➑ The ruler should always have a good opinion regarding his subordinates.
