It is narrated from Sadaqah bin Yasar Makki that a man from Yemen came to Sayyiduna Abdullah bin Umar (may Allah be pleased with them), and he had twisted his hair. He said: O Abu Abdur Rahman! I have come only in the state of Ihram for Umrah. Sayyiduna Abdullah bin Umar (may Allah be pleased with them) said: If you had been with me or had asked me, I would have commanded you according to the Qur'an. The man said: Now it has already happened. Sayyiduna Abdullah bin Umar (may Allah be pleased with them) said: Cut the hair that is disheveled and offer a Hady. A woman asked: What is a Hady? Sayyiduna Abdullah bin Umar (may Allah be pleased with them) said: In my view, even if I find nothing except a goat, then slaughtering a goat is better than fasting.
