Hazrat Saeed bin Abdur Rahman saw Sayyiduna Anas bin Malik (may Allah be pleased with him), he came to Quba and urinated, then water for ablution was brought, so he performed ablution, washed his face and both hands up to the elbows, wiped his head, and wiped over his socks, then came to the mosque and offered prayer.
Imam Malik (may Allah have mercy on him) was asked about a person who performed ablution for prayer, then wore both socks, then urinated, then took off the socks and wore them again, should he perform ablution again? Imam Malik (may Allah have mercy on him) replied that he should take off the socks, perform ablution, and wash his feet, and only that person should wipe over the socks who wore the socks while his feet were pure from ablution. But the one who wore the socks while his feet were not pure from ablution should not wipe over the socks.
Imam Malik (may Allah have mercy on him) was asked about a person who performed ablution and was wearing socks but forgot to wipe over the socks until his ablution dried and he offered prayer. He replied that the person should wipe over the socks and repeat the prayer, but repeating the ablution is not necessary.
Imam Malik (may Allah have mercy on him) was asked about a person who washed his feet and then wore socks, then started ablution. He replied that he should take off the socks, perform ablution, and wash his feet.

Explanation & Benefits
Hafiz Abu Samee'ah
Benefit:
If a person delays washing or wiping any of the limbs of ablution (wudu) to the extent that the limbs of ablution become dry, then it is obligatory to repeat the ablution, because in this case, «موالاة» does not remain, as has been detailed previously in the benefit of [روايت: 22]. In any case, Imam Malik rahimahullah gave the fatwa of not repeating the ablution because, according to him, due to forgetfulness, «موالاة» is dropped. As for the prayer, since it was performed with an incomplete ablution, it is therefore obligatory to repeat it.
Benefit:
Since washing the limbs of ablution in order is also obligatory according to Imam Malik rahimahullah, it is not permissible to wear the leather socks (khuffayn) for the facility of wiping (masah) until the entire ablution is performed in order. In other words, at the time of wearing, complete purification (taharah kamilah) is a condition, meaning that at the time of wearing the socks, it is necessary that the entire ablution has been completed. According to the Hanafis, since order (tartib) is not obligatory, the scenario asked about in the question is permissible according to them, and they say that at the time of wiping (masah), complete purification is a condition, i.e., when wiping over the socks, it will be considered whether complete ablution had been performed before that, even if at the time of wearing the socks, only a partial and unordered ablution had been done. In any case, in the light of the Sunnah of Mustafa sallallahu alayhi wa sallam, the majority consider this impermissible.
