It is narrated from Hazrat Nafi’ and Hazrat Abdullah bin Dinar that Sayyiduna Abdullah bin Umar (may Allah be pleased with them) came to Kufa to Sayyiduna Sa’d bin Abi Waqqas (may Allah be pleased with him), and he was the governor of Kufa. So Sayyiduna Abdullah (may Allah be pleased with him) saw him wiping over his leather socks, and Sayyiduna Abdullah (may Allah be pleased with him) objected to this action. Sayyiduna Sa’d (may Allah be pleased with him) said: Ask your father when you go back. So when Sayyiduna Abdullah (may Allah be pleased with him) returned, he forgot to ask his father, until Sayyiduna Sa’d (may Allah be pleased with him) came and said: Did you ask your father? Sayyiduna Abdullah (may Allah be pleased with him) said: No. Then Sayyiduna Abdullah (may Allah be pleased with him) asked, so Hazrat Umar (may Allah be pleased with him) said: When you put your feet into your leather socks and your feet are clean, then wipe over the leather socks. Sayyiduna Abdullah (may Allah be pleased with him) said: Even if we come after relieving ourselves? He said: Yes! Even if any of you comes after relieving himself.

Explanation & Benefits
Hafiz Abu Samee'ah
Benefit: In fact, Abdullah ibn Umar radi Allahu anhuma was under the impression that wiping over leather socks (khuffayn) is only permissible during travel. Therefore, when he saw that wiping over them was also being done in the presence of al-Khidr and during residence (not traveling), he was surprised. ... If socks or stockings are worn without ablution (wudu), then it is not permissible to wipe over them. Furthermore, Ali radi Allahu anhu narrates that: «جَعَلَرَسُولُاللهِ صلى الله عليه وسلم ثَلاثَةَأَيَّامٍوَلَيَالِيَهُنَّلِلْمُسَافِرِوَيَوْمًاوَلَيْلَةَلِلْمُقِيمِ» "The Messenger of Allah sallallahu alayhi wa sallam prescribed (the duration of) three days and nights for the traveler and one day and night for the resident (for wiping over the socks)."
