وَحَدَّثَنِي وَحَدَّثَنِي مَالِك، عَنْ
رَبِيعَةَ بْنِ أَبِي عَبْدِ الرَّحْمَنِ ، أَنَّهُ قَالَ : قَدِمَ عَلَى عُمَرَ بْنِ الْخَطَّابِ رَجُلٌ مِنْ أَهْلِ الْعِرَاقِ، فَقَالَ : لَقَدْ جِئْتُكَ لِأَمْرٍ مَا لَهُ رَأْسٌ وَلَا ذَنَبٌ . فَقَالَ عُمَرُ : " مَا هُوَ ؟ " قَالَ : شَهَادَاتُ الزُّورِ ظَهَرَتْ بِأَرْضِنَا . فَقَالَ عُمَرُ : " أَوَ قَدْ كَانَ ذَلِكَ ؟ " قَالَ : نَعَمْ . فَقَالَ
عُمَرُ : " وَاللَّهِ
لَا يُؤْسَرُ رَجُلٌ فِي الْإِسْلَامِ بِغَيْرِ الْعُدُولِ "
It is narrated from Rabi’ah bin Abi Abdur Rahman that a man from Iraq came to Sayyiduna Umar, may Allah be pleased with him, and said: I have come to you regarding a matter that has neither head nor tail. Sayyiduna Umar, may Allah be pleased with him, said: What is it? He said: False testimonies have become widespread in our land. Sayyiduna Umar, may Allah be pleased with him, said: Really? He said: Yes. Then Sayyiduna Umar, may Allah be pleased with him, said: Now no Muslim shall be imprisoned without reliable witnesses.
