Sometimes it is permissible to pray voluntary prayers in congregation

Hadith 151
36- وبه: أن رسول الله صلى الله عليه وسلم صلى فى المسجد فصلى بصلاته ناس، ثم صلى من القابلة فكثر الناس، ثم اجتمعوا من الليلة الثالثة أو الرابعة فلم يخرج إليهم رسول الله صلى الله عليه وسلم. فلما أصبح قال: ”قد رأيت الذى صنعتم فلم يمنعني من الخروج إليكم إلا أني خشيت أن يفرض عليكم“ وذلك فى رمضان.
And it is narrated from (the same chain of narration from Sayyida Aisha, may Allah be pleased with her) that the Messenger of Allah, peace and blessings be upon him, prayed (the night) prayer (Tarawih) in the mosque, so (some) people prayed with him (behind him). Then on the following night, when he prayed, the people increased. Then on the third or fourth night, (many) people gathered, but the Messenger of Allah, peace and blessings be upon him, did not come out to them (to lead the prayer). When morning came, he, peace and blessings be upon him, said: "I saw what you did (last night), but I only did not come out to you because I feared that this (standing in prayer) might become obligatory upon you." This incident happened in Ramadan.

Hadith 152
115- وبه: عن أنس أن جدته مليكة دعت رسول الله صلى الله عليه وسلم لطعام صنعته له فأكل منه، ثم قال: ”قوموا فلأصلي لكم.“ قال أنس: فقمت إلى حصير لنا قد اسود من طول ما لبث، فنضحته بماء، فقام رسول الله صلى الله عليه وسلم وصففت أنا واليتيم وراءه والعجوز من ورائنا، فصلى لنا ركعتين ثم انصرف.
And with this chain of narration, it is narrated from Sayyiduna Anas (may Allah be pleased with him) that his grandmother, Sayyida Maleekah (may Allah be pleased with her), prepared food for the Messenger of Allah (peace and blessings be upon him) and invited him. The Messenger of Allah (peace and blessings be upon him) ate from it and then said: "Stand up! I will lead you in prayer." Anas (may Allah be pleased with him) said: I got up and went to my mat, which had become black due to lying for a long time, and I sprinkled water on it. Then the Messenger of Allah (peace and blessings be upon him) stood up, an orphan and I formed a row behind him, and the old woman stood behind us (in a separate row). The Messenger of Allah (peace and blessings be upon him) led us in two (nafl) units of prayer and then concluded with salam.
