Begging without need is not allowed
Hadith 598
255- وبه: أن رسول الله صلى الله عليه وسلم قال وهو على المنبر وهو يذكر الصدقة والتعفف عن المسألة: ”اليد العليا خير من اليد السفلى، واليد العليا المنفقة، والسفلى السائلة.“
And with the same chain of narration (from Sayyiduna Ibn Umar, may Allah be pleased with them both), it is narrated that the Messenger of Allah, peace and blessings be upon him, mentioned avoiding charity and begging while on the pulpit and said: "The upper hand is better than the lower hand; the upper hand is the one that gives, and the lower hand is the one that asks."
