Sayyiduna Ibn Abbas (may Allah be pleased with them both) narrated: When Ibrahim (peace be upon him) was commanded to proclaim Hajj among the people, the settlements were raised for him and the mountains were lowered, so he said: O people! Accept the call of your Lord, so they accepted it.

Benefits: The command of Allah, the Exalted, is: ﴿وَاَذِّنْفِیالنَّاسِبِالْحَجِّیَاْتُوْكَرِجَالًاوَّعَلٰیکُلِّضَامِرٍیَّاْتِیْنَمِنْكُلِّفَجٍّعَمِیْقٍ﴾ (Al-Hajj: 27).... “And (O Ibrahim alayhis salam!) proclaim the pilgrimage to the people; they will come to you on foot and on every lean camel, coming from every distant pass.”
Sayyiduna Ibrahim alayhis salam submitted: How will my voice reach the settlements outside this desolate wilderness? Allah, the Exalted, said: Proclaiming is your task, and conveying it to the people is Our task. Thus, Allah, the Exalted, conveyed this proclamation of Sayyiduna Ibrahim alayhis salam not only to the living people of that time, but this voice was also made to reach all souls in the realm of spirits.
Every person for whom the visitation of the House of Allah (Baytullah) was destined responded “Labbayk” to the proclamation of Sayyiduna Ibrahim alayhis salam. The very foundation of the talbiyah of Hajj is the response to this proclamation of Sayyiduna Ibrahim alayhis salam. (Tafsir Ibn Kathir, Surah Al-Hajj: 27)
