Abu al-Tufail (may Allah be pleased with him) narrated: I said to Ibn Abbas (may Allah be pleased with them): The people of your tribe have said that the Messenger of Allah (peace and blessings be upon him) performed ramal (walking briskly) during tawaf, and that it is a sunnah. He replied: They are right and they are wrong. Fitr narrated from Abu al-Tufail from Ibn Abbas (may Allah be pleased with them), he said: They are right that he performed ramal, and they are wrong that it is a sunnah.

Benefits: Raml refers to moving the shoulders while jogging lightly. In the seventh year of Hijrah, when the Messenger of Allah (sallallahu alayhi wa sallam) came to Makkah, the polytheists said: Muhammad (sallallahu alayhi wa sallam) has come, and with him are people whom the fever of Yathrib (i.e., Madinah) has weakened. So the Messenger of Allah (sallallahu alayhi wa sallam) ordered raml in the first three circuits of tawaf and ordered walking as usual between the two Yemeni corners. Thus, the position of Sayyiduna Ibn Abbas (radi Allahu anhuma) was that raml was due to a specific reason and not a confirmed sunnah (sunnah mu’akkadah), which is why he said that people have lied or spoken incorrectly. But the fatwa of Sayyiduna Umar (radi Allahu anhu) was that even though that situation no longer exists, nevertheless: ((لَانَدَعُشَیْئًاکُنَّانَفْعَلُهٗعَلٰیعَهْدِرَسُوْلِاللّٰهِ)) (Sunan Abi Dawud, no. 1887; Sunan Ibn Majah, no. 2952) “We will not abandon anything which we used to do during the time of the Messenger of Allah (sallallahu alayhi wa sallam).”
It is thus known that performing raml in tawaf is legislated (mashru‘). If it were to be abrogated, it would have been abrogated after the conquest of Makkah.
