Ibn Jurayj narrated: ‘Ata’ (may Allah have mercy on him) was asked about a person in the state of ihram—can he buy and sell? He said: They used to avoid it, until this verse was revealed: «لَيْسَ عَلَيْكُمْ جُنَاحٌ أَن تَبْتَغُوا فَضْلًا مِّن رَّبِّكُمْ» “There is no sin upon you that you seek the bounty of your Lord.” That is, during the months of Hajj.
