Sayyiduna Ibn Umar (may Allah be pleased with them both) narrated from the Noble Prophet (peace and blessings be upon him), he (peace be upon him) said: "There are five animals that are wicked; they may be killed even in the Haram, and a person in the state of Ihram may also kill them: the rat, the scorpion, the biting dog, the kite, and the crow."

Explanation & Benefits

Benefits: Within the boundaries of the Haram or while in the state of ihram, a person is not permitted to hunt; this is prohibited. As Allah the Exalted says: ﴿O you who have believed, do not kill game while you are in the state of ihram.﴾ (: al-Ma'idah: 95) The Shari'ah has also strictly forbidden killing and bloodshed within the boundaries of the Haram.
It is permissible to kill the aforementioned animals everywhere, because these are harmful animals; therefore, they are called fawasiq (harmful creatures). It is also understood that killing these animals is a meritorious act, because one receives reward for acting upon every command of the Shari'ah. These animals are not restricted to those specifically mentioned; rather, by analogy with the scorpion, all harmful animals—such as wasps, and in some narrations, snakes are also mentioned—are included.
Al-kalbu al-‘aqur: ... This refers to every biting and tearing beast, such as a lion, leopard, wolf, bear, etc.
