Sayyiduna Ibn Abbas (may Allah be pleased with them both) narrated from the Messenger of Allah (peace and blessings be upon him), he (peace and blessings be upon him) said on the day of the conquest of Makkah: “There is no migration (hijrah) after this day (from Makkah), but jihad (migration for jihad) and intention remain, and when you are called to go out (for jihad), then go out.” And the Messenger of Allah (peace and blessings be upon him) said on the day of the conquest of Makkah: “This city—Allah made it sacred from the very day He created the heavens and the earth, so it is sacred by Allah’s sanctity until the Day of Resurrection. Fighting in it was not made lawful for anyone before me, and it was made lawful for me only for a part of a day, so it is sacred by Allah’s sanctity until the Day of Resurrection. Its grass is not to be cut, nor its thorn to be cut, nor its game to be chased, nor is its lost property to be picked up except by one who will announce it.” Sayyiduna Abbas (may Allah be pleased with him) said: Except for idhkhir (a type of grass), because it is for their blacksmiths and for their houses (roofs), he (peace and blessings be upon him) said: “Except for idhkhir (it is permissible to cut it).”

Benefits: ➊ The meaning of the mentioned hadith is that now Makkah has been conquered, so it is no longer necessary to migrate from Makkah to Madinah or any other city, because migration (hijrah) is only done from a land or city that is a land of disbelief (dar al-kufr), whereas Makkah al-Mukarramah has become a land of Islam (dar al-Islam). Imam Nawawi rahimahullah says: The meaning of the mentioned hadith is: “There is no migration from Makkah because it has become a land of Islam.” ... “After the conquest of Makkah, there is no longer any need to migrate from Makkah because it has become a land of peace (dar al-salam).” (Riyadh al-Salihin, Hadith no. 3) However, migrating from any land of disbelief (dar al-kufr) to a land of Islam (dar al-Islam) is a ruling that will remain until the Day of Judgment. And the reward of migration will also be given, insha Allah. As it is narrated from Sayyiduna Abdullah bin Sa'di radi Allahu anhu that the Messenger of Allah sallallahu alayhi wa sallam said: “Migration will not cease as long as there is fighting against the enemy.” (Sunan al-Nasa’i, no. 4173; Sunan al-Kubra al-Bayhaqi: 9/17, its chain is authentic)
➋ ... It is understood that the city of Makkah is a sacred (haram) place. As Allah the Exalted also says: ﴿وَالتِّیْنِوَالزَّیْتُوْنِ () وَطُوْرِسِیْنِیْنَ () وَهٰذَاالْبَلَدِالْاَمِیْن﴾ (al-Tin: 1-3) “By the fig, by the olive, by Mount Sinai, and by this secure city.” Just as Makkah al-Mu'azzamah is sacred, similarly Madinah al-Munawwarah is also sacred, as Sayyiduna Abu Sa'id al-Khudri radi Allahu anhu narrates that the Noble Prophet sallallahu alayhi wa sallam said: “O Allah, Ibrahim alayhis salam declared Makkah a sanctuary (haram), and I declare Madinah a sanctuary.”
➌ ... It is understood that, except for idhkhir grass, cutting grass is also not permissible, because this is a special type of grass which is used for roofing houses and sealing graves. And cutting thorns is also forbidden.
➍ ... It is understood that hunting animals is also not permissible in Makkah al-Mukarramah.
➎ ... It is understood that picking up lost property in Makkah al-Mukarramah is not permissible, except for the one who intends to announce and publicize it, and its use is not permissible for the one who picks it up, no matter how much time passes. Nowadays, in Makkah al-Mukarramah, a place has been designated where lost items are collected. If someone finds a lost item, it should be deposited there.
