It is narrated from Ibn Abbas (may Allah be pleased with them both) that when the Messenger of Allah (peace be upon him) sent Muadh bin Jabal (may Allah be pleased with him) to (Yemen), he said to him: "If they accept this, then inform them that there is charity (zakat) due upon them, which is to be taken from their wealthy and returned to their needy."

It is narrated from Anas bin Malik, may Allah be pleased with him, that a man said: "O Messenger of Allah ﷺ! I ask you by Allah, has Allah commanded you to take charity from our wealthy and return it to our needy?" The Prophet ﷺ replied: "Allah is witness (yes, it is so)."

Qabeesah bin Mukhaariq al-Hilaali (may Allah be pleased with him) says: I took on a guarantee. I came to the Prophet ﷺ and asked him, so the Prophet ﷺ said: "We will fulfill it."

Hadith Takhrijاخرجه مسلم الزكاة، باب من تحل له المسألة (1044)۔
It is narrated from Abdullah bin Adi bin Khiyar (may Allah be pleased with him) that two men informed him that both of them came to the Messenger of Allah (ﷺ) and asked him for charity. The Prophet (ﷺ) looked at them from head to toe and said: "If you wish (I will give you), but there is no share in charity for a wealthy person nor for one who is strong and able to earn."

It is narrated from Usama bin Zaid Al-Laithi, may Allah have mercy on him, that he asked Salim bin Abdullah, may Allah have mercy on him, about Zakat. He said: "You should give it yourself." Usama says: "I said, did not Ibn Umar, may Allah be pleased with them both, used to say that it should be delivered to the ruler?" He said: "Yes. But in my opinion, it is not necessary to deliver it to the ruler."
