It is narrated from Thawr bin Zayd Al-Daylami that Umar bin Khattab (may Allah be pleased with him) sought advice regarding the one who drinks alcohol. Ali bin Abi Talib (may Allah be pleased with him) said: "We think that the one who drinks alcohol should be given eighty (80) lashes, because when he drinks alcohol, he becomes intoxicated, and when he becomes intoxicated, he speaks nonsense (utters incoherent words), and when he speaks nonsense, he fabricates slander (false accusations)." Or as he said. Then Umar (may Allah be pleased with him) gave eighty (80) lashes to the one who drank alcohol.
