Sayyiduna Abdullah bin Amr (may Allah be pleased with them both) reports that the Messenger of Allah (peace and blessings be upon him) said: “A Muslim is the one from whose tongue and hand other Muslims are safe, and a Muhajir (emigrant) is the one who abandons what Allah has forbidden for him.”

In another narration it is stated: "The emigrant is the one who abandons those things which Allah has forbidden." And Muslim has narrated it from Qanab with his chain of transmission.

Shu’bi (may Allah have mercy on him) says that a man said to Sayyiduna Ibn Amr (may Allah be pleased with them): Tell me something that you heard from the Messenger of Allah (peace and blessings be upon him), so he said: I heard the Messenger of Allah (peace and blessings be upon him) say: “A Muslim is the one from whose tongue and hand other Muslims are safe, and a Muhajir (emigrant) is the one who abandons what Allah has forbidden.”

It is narrated from Sayyiduna Anas bin Malik, may Allah be pleased with him, that the Prophet, peace and blessings be upon him, said: "A believer is one from whom people are safe, and a Muslim is one from whose tongue Muslims are safe, and an emigrant is one who abandons evil. And by Him in Whose hand is my soul, a servant cannot enter Paradise if his neighbor is not safe from his harms."
