مَنْ نَزَلَتْ بِهِ فَاقَةٌ فَأَنْزَلَهَا بِالنَّاسِ لَمْ تُسَدَّ فَاقَتُهُ، وَإِنْ أَنْزَلَهَا بِاللَّهِ أَوْشَكَ اللَّهُ لَهُ بِالْغِنَى، إِمَّا ذُخْرٍ آجِلٍ، وَإِمَّا غِنًى عَاجِلٍWhoever is afflicted with poverty and seeks relief from people, his need will not be fulfilled; but if he seeks it from Allah, Allah will soon grant him wealth, either stored for later or immediate

544 - أنا أَبُو مُحَمَّدٍ عَبْدُ الرَّحْمَنِ بْنُ عُمَرَ التُّجِيبِيُّ، أنا أَحْمَدُ بْنُ إِبْرَاهِيمَ بْنِ جَامِعٍ، نا عَلِيُّ بْنُ عَبْدِ الْعَزِيزِ، نا أَبُو نُعَيْمٍ، نا بَشِيرُ بْنُ سَلْمَانَ، عَنْ سَيَّارِ أَبِي الْحَكَمِ، عَنْ طَارِقٍ , عَنْ عَبْدِ اللَّهِ بْنِ مَسْعُودٍ، عَنِ النَّبِيِّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ قَالَ: «مَنْ نَزَلَتْ بِهِ حَاجَةٌ فَأَنْزَلَهَا بِالنَّاسِ لَمْ تُسَدَّ فَاقَتُهُ، وَإِنْ أَنْزَلَهَا بِاللَّهِ أَوْشَكَ اللَّهُ لَهُ بِالْغِنَى، إِمَّا ذُخْرٍ آجِلٍ، وَإِمَّا غِنًى عَاجِلٍ»
Sayyiduna Abdullah bin Mas’ud (may Allah be pleased with him) narrates from the Prophet (peace and blessings be upon him) that he said: “Whoever is afflicted by hunger and then presents it before people, his hunger will never be removed; but if he presents it before Allah, soon Allah will make him self-sufficient—either he will soon receive some wealth or he will soon become self-sufficient.”

In this hadith, encouragement has been given that in times of need and necessity, one should turn towards Allah Ta'ala instead of people, because He alone is the fulfiller of needs. Yes, according to apparent means, it is permissible to ask people as per necessity, but even then, the belief should remain that if Allah Ta'ala wills, the person will be inclined to cooperate, otherwise not. [رياض الصالحين : 473/1]
