It is narrated from Sayyiduna Abu Umamah (may Allah be pleased with him) that a man said near the first Jamrah: O Messenger of Allah! Which jihad is the best? The Messenger of Allah (peace and blessings be upon him) turned away from him, then he asked: "Where is that questioner?" The narrator says that the man said: O Messenger of Allah! I am here. Then the Prophet (peace and blessings be upon him) said: "The best jihad is that of a person who speaks a word of truth before a tyrant ruler."

Brief Explanation
Explanation: In these ahadith, speaking the truth and upholding justice before an oppressive and tyrannical ruler has been declared the most virtuous form of jihad, because the person who engages in jihad and combat on the battlefield against an enemy is caught between fear and hope. If he fears that the enemy might overpower him or that he might be martyred, at the same time he also has hope that he might overcome the enemy and save his own life. In contrast, the person who speaks the word of truth before an oppressive ruler does not even have a glimmer of hope; rather, there is only fear. Being completely under the authority and control of that ruler, he fulfills the duty of enjoining good (amr bil ma‘ruf) and forbidding evil (nahi ‘anil munkar) with the certainty that the outcome for him in this world will be nothing but destruction and loss. And it is evident that undertaking a task in which a person has no hope whatsoever of preserving his life or wealth is far more trying and incomparably more virtuous than undertaking a task in which he has a considerable hope of preserving his life and wealth. For this reason, the Prophet sallallahu alayhi wa sallam declared speaking the word of truth before an oppressive ruler to be the most virtuous jihad.
