Sayyiduna Hubshi bin Junadah (may Allah be pleased with him) reports that I heard the Messenger of Allah (peace and blessings be upon him) say in a lengthy hadith: "Indeed, asking is only permissible for a person who is extremely needy or one who is burdened under the weight of debt."

Brief Explanation
Benefit: - Sayyiduna Anas radi Allahu anhu narrates that a man from among the Ansar came to the Prophet sallallahu alayhi wa sallam with the intention of asking (for charity). The Prophet sallallahu alayhi wa sallam said: “Do you not have anything in your house?” He replied: “Yes, there is a mat which we use as a covering and a bedding, and a bowl from which we drink water.” The Prophet sallallahu alayhi wa sallam said: “Bring them to me.” He brought them, and the Messenger of Allah sallallahu alayhi wa sallam took them in his hand and said: “Who will buy these?” A man said: “I will buy them for one dirham.” The Prophet sallallahu alayhi wa sallam said two or three times: “Who will offer more than a dirham?” Then another man said: “I will buy them for two dirhams.” The Prophet sallallahu alayhi wa sallam gave both items to him and took the two dirhams, then gave them to the Ansari and said: “Buy food with one of them and give it to your family, and with the other buy an axe and bring it to me.” So he brought it to the Prophet sallallahu alayhi wa sallam, who fixed a handle to it with his own hand, then said: “Go, gather firewood and sell it, and do not let me see you for fifteen days.” The man went, gathered firewood, and sold it. After some time, he came to the Prophet sallallahu alayhi wa sallam and he had ten dirhams. He bought some clothes with part of it and some food with the rest. The Messenger of Allah sallallahu alayhi wa sallam said: “This is better for you than that you should beg, and a mark should be on your face on the Day of Resurrection, for begging is not permissible except for three persons: an extremely poor person, a person who is in debt, and a person who is suffering due to blood money (diyah).” [أبو داود : 1941 ، ابن ماجه : 2198 ، قال شخيناعلي زئي : إسناده حسن]
Sayyiduna Qabisah bin Mukhariq radi Allahu anhu narrates: I took on the responsibility of a guarantee (zamanat), so I came to the Messenger of Allah sallallahu alayhi wa sallam to ask him for something regarding it. He said: “Wait until we receive charity, then we will order that something be given to you from it.” Then he said: “Qabisah! Asking is not permissible except for three persons: a man who has taken on a guarantee, for him it is permissible to ask until he pays it off, then he should not ask anymore; a man who is struck by a calamity that destroys his wealth, for him it is permissible to ask until he can support himself; and a man who is afflicted by hunger, until three wise men from his people testify that so-and-so is truly afflicted by hunger, then it is permissible for him to ask until he can support himself. And Qabisah! Apart from these three cases, asking is haram, and whoever asks (outside of these cases) is consuming haram.” [مسلم : 1042]
