Hadith 1337
Imam Sha'bi narrates: People said to a certain man: "You become our representative (to the rulers)." So that man replied: "Your representative will be the one who is concerned about his own income, who will not leave his house, who will be a thief, who will be miserly, and who will be so greedy that whatever he gets, he will take it; whose condition will be such that when he is told 'take this,' he will snatch it with his teeth, and when he is told 'bring it,' he will withhold that thing (i.e., he will not bring it)."
