Sayyiduna Yusuf bin Abdullah bin Salam (may Allah be pleased with him) narrates: The Prophet (peace and blessings of Allah be upon him) said to a man and a woman from among the Ansar: "Both of you perform ‘Umrah in Ramadan, for performing ‘Umrah in it (Ramadan) will be for you like Hajj."

Explanation & Benefits
Shaykh Muhammad Ibrahim bin Basheer
Benefit: The virtue of performing ‘umrah in the blessed month of Ramadan is established here, as performing ‘umrah in Ramadan has been described as being like Hajj—Subhan Allah. Therefore, encouragement should be given to perform ‘umrah in Ramadan so that people may attain this tremendous virtue. Some people have Hajj as an obligation upon them, yet they consider ‘umrah alone to be sufficient for themselves; this is a clear mistake. It is also incorrect to say that whoever performs ‘umrah, Hajj then becomes obligatory upon him. If one has the ability to perform ‘umrah, then ‘umrah is obligatory and should be performed first; but if one has the ability to perform Hajj, then the obligation of Hajj should be fulfilled first.
