814 - حَدَّثَنَا الْحُمَيْدِيُّ قَالَ: ثنا سُفْيَانُ، قَالَ: ثنا دَاوُدُ بْنُ أَبِي هِنْدَ، وَمُجَالِدٌ، عَنِ الشَّعْبِيِّ، عَنْ جَرِيرٍ، قَالَ: قَالَ رَسُولُ اللَّهِ صَلَّي اللهُ عَلَيْهِ وَسَلَّمَ: «إِذَا أَتَاكُمُ الْمُصَدِّقُ فَلَا يَفَارِقَنَّكُمْ إِلَّا عَنْ رِضًا»
Sayyiduna Jarir (may Allah be pleased with him) narrates: The Noble Prophet (peace and blessings be upon him) said: "When the person collecting zakat comes to you, then separate from him with satisfaction."

From this hadith, it is understood that one should hand over charity (sadaqah) to the collector of charity willingly and with happiness, so that he departs pleased.

Most people are not aware of the detailed rulings regarding the amount of zakat, which is why they think that the zakat collector is taking more than due. In any case, when giving zakat, this feeling tends to prevail, so the authority to determine zakat was not given to the general public, but rather to the collectors, because they are well acquainted with the details of zakat. People have been instructed to pay zakat according to their (the collectors’) demand. If there is any complaint, they should go to the higher authority and obtain a decision. However, if every individual were given the right to resist, administrative chaos would spread and the country would fall into disorder. This hadith does not mean that zakat collectors are permitted to act arbitrarily.

When Bilal bin Abdullah presented his personal opinion in opposition to the command of the Prophet sallallahu alayhi wa sallam, Abdullah radi Allahu anhu severely rebuked and disciplined him, and spoke harshly to him.
In fact, in some narrations it is mentioned that he did not speak to him until his death.
From this, it is established that whoever puts forth his own or anyone else's opinion and analogy (qiyas) in opposition to the hadith of the Prophet sallallahu alayhi wa sallam is deserving of rebuke and discipline,
no matter how great he may be.

1589. Commentary: "To please the official" refers to the situation where he demands a legally obligatory right, so it should be fulfilled for him, and one should deal with him in a good manner. And it is evident that this ruling pertains to just and non-oppressive officials.

Benefit:
This means that you should meet him with a cheerful face, assist him in fulfilling his request, and pay the zakat happily.
Even if, in your view, he is asking more from you than what is obligatory, still give it.
If he is mistaken, then the burden of that mistake will be upon him; you will receive only reward.
