Zayd bin Yathi’ reports: We asked Sayyiduna Ali bin Abi Talib (may Allah be pleased with him), “With what things were you sent during Hajj?” He replied: I was sent with four things (that is, to make these four proclamations): “Only a believer will enter Paradise; no person will perform Tawaf of the House of Allah while naked; after this year, Muslims and polytheists will not gather together in Masjid al-Haram; and whoever has a treaty with the Prophet Muhammad (peace and blessings be upon him), his treaty will last until its appointed term, and whoever does not have a treaty, his respite is four months.”

Explanation & Benefits
Shaykh Muhammad Ibrahim bin Basheer
Benefit: One should preach to people according to the occasion. The Messenger of Allah (sallallahu alayhi wa sallam) gave four important commands to all the noble Companions (radi Allahu anhum ajma'in) on the occasion of Hajj, and assigned the duty to Sayyiduna Ali (radi Allahu anhu) to convey them to every Companion, so that he could make announcements among the people while walking around.
① The believer will enter Paradise. A person devoid of faith cannot enter Paradise. We should avoid evil deeds that diminish or nullify faith, so that entry into Paradise may be possible.
② Performing tawaf (circumambulation) while naked is forbidden. The polytheists of Makkah used to perform tawaf naked. This was a great disrespect to Allah Ta'ala and a means of spreading indecency in the sacred House of Allah Ta'ala. Therefore, our Shari'ah has made covering the awrah (private parts) obligatory not only during prayer but in every situation. Some irreligious people have given the status of saint and wali to those who remain naked. After their death, they build shrines and structures over their graves, bestow upon them the title of perfect wali, and begin to hold urs (death anniversaries) and fairs. In this way, they ruin the faith and beliefs of the people. May Allah Ta'ala grant guidance to the Muslim Ummah.
③ Fulfilling agreements is necessary. Islam has greatly emphasized this.
④ A solitary report (khabar wahid) is authoritative in matters of creed, rulings, etc.
