Urwah narrates: I recited this verse before Sayyidah Aisha (may Allah be pleased with her): «إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللهِ فَمَنْ حَجَّ الْبَيْتَ أَوِ اعْتَمَرَ فَلا جُنَاحَ عَلَيْهِ أَنْ يَطَّوَّفَ بِهِمَا» "Indeed, Safa and Marwah are among the symbols of Allah, so there is no blame upon whoever makes Hajj to the House or performs Umrah for walking between them." So I said: I do not care if I do not perform the Tawaf between them. Sayyidah Aisha (may Allah be pleased with her) said: O my nephew, you have said a very wrong thing. Whoever used to assume Ihram from Manat Taghiyah in Mushallal would not perform Sa’i between Safa and Marwah (this was in the time of ignorance), so Allah the Exalted revealed this verse: «إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللهِ فَمَنْ حَجَّ الْبَيْتَ أَوِ اعْتَمَرَ فَلا جُنَاحَ عَلَيْهِ أَنْ يَطَّوَّفَ بِهِمَا» "Indeed, Safa and Marwah are among the symbols of Allah, so there is no blame upon whoever makes Hajj to the House or performs Umrah for walking between them." So the Prophet (peace and blessings be upon him) performed Tawaf between them, and the Muslims also performed Tawaf between them. Sufyan says: Mujahid narrated this: This is Sunnah. Zuhri says: I narrated this tradition to Abu Bakr bin Abdur Rahman, so he said: This is knowledge; I have heard many scholars say this: Those Arabs who did not perform Tawaf between Safa and Marwah believed that performing Tawaf between these two stones (i.e., mountains) was an act of the time of ignorance. While some of the Ansar used to say: We have been commanded to perform Tawaf of the House of Allah, but we have not been commanded to go around Safa and Marwah. So Allah the Exalted revealed this verse: «إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللهِ» "Indeed, Safa and Marwah are among the symbols of Allah." Abu Bakr bin Abdur Rahman said: Perhaps this verse was revealed about those people and those people.
