Musnad Ahmad — Hadith 8571 /2
قَالَ : وَأَحْسَبُهُ قَالَ : وَأَحْسَبُهُ قَالَ : " عَنْ يَمِينِ الْعَرْشِ مُنَادٍ يُنَادِي فِي السَّمَاءِ السَّابِعَةِ : أَعْطِ مُنْفِقًا خَلَفًا ، وَأَعْطِ أَوْ عَجِّلْ لِمُمْسِكٍ تَلَفًا " .
And he also likely said: On the right side of the Throne, on the seventh heaven, there is an angel who says: O Allah, grant a substitute to the one who spends, and quickly destroy the wealth of the one who withholds.
