It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that during the blessed era of the Prophet (peace and blessings be upon him), the caliphate of Abu Bakr, and the first two years of the caliphate of Umar, three divorces were considered as only one. But later, Sayyiduna Umar (may Allah be pleased with him) said that people began to hasten in a matter in which they were given ease (started giving many divorces), so if we enforce three divorces as three, it would be better. Thus, he enforced this ruling.
