Urwah says that once I asked Hazrat Aisha (may Allah be pleased with her) that Allah Almighty has said: "Indeed, Safa and Marwah are among the symbols of Allah. So whoever performs Hajj of the House or Umrah, there is no sin upon him if he walks between them." Does this mean that if a person does not perform Sa'i between Safa and Marwah, there is no sin upon him? Hazrat Aisha (may Allah be pleased with her) replied, "Nephew! You have said something incorrect. If the verse meant what you have stated, then the verse would have been: 'there is no sin upon him if he does not walk between them.' In fact, the reason for the revelation of this verse is that before accepting Islam, people used to enter into Ihram for 'Manat' and worshipped it near Mushall. And whoever entered into Ihram considered Sa'i between Safa and Marwah to be a sin. Then they asked the Prophet (peace and blessings be upon him), 'O Messenger of Allah! In the days of ignorance, people used to consider Sa'i between Safa and Marwah a sin. What is its ruling now?' Upon this, Allah revealed this verse, and the Prophet (peace and blessings be upon him) established the practice of Sa'i between Safa and Marwah through his Sunnah. Therefore, now it is not correct for anyone to leave Sa'i between Safa and Marwah."
