Yahya bin Ghassani says that once I visited Madinah Munawwarah, and I met Abu Bakr bin Muhammad bin Amrah, may Allah have mercy on him, who was the governor of Madinah Munawwarah at that time. He told me that once a thief was brought to him, so his aunt, Amrah bint Abdur Rahman, sent him a message saying: "Do not be hasty in the matter of this person until I come to you. I will come and tell you what hadith I have heard from Aisha (may Allah be pleased with her) regarding the thief." So she came and informed him that she had heard Aisha (may Allah be pleased with her) say that the Prophet (peace and blessings be upon him) said: "Cut off the hand of the thief for a quarter dinar, but do not cut it off for less than that." At that time, a quarter dinar was equal to three dirhams, and one dinar was twelve dirhams. And what he had stolen was less than a quarter dinar, so I did not cut off his hand.
