Hadith 23819

It is narrated from Hazrat Miqdad bin Aswad (may Allah be pleased with him) that once Hazrat Ali (may Allah be pleased with him) said to me: Ask the Prophet Muhammad (peace and blessings be upon him) about the ruling for a person who "plays" with his wife and madhiy (pre-seminal fluid), which is not "water of life" (semen), is discharged from his private part? In response, the Prophet Muhammad (peace and blessings be upon him) said: He should wash his private part and perform ablution as for prayer.
