It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said: "Allah Almighty has declared Makkah Mukarramah a sanctuary, so it is not lawful for anyone before me or after me to fight therein. It was made lawful for me only for a few hours of the day. Its grass should not be cut, its trees should not be cut, its game should not be frightened away, and its lost property should not be picked up except by one who will announce it and return it to its owner." Sayyiduna Abbas (may Allah be pleased with him) said: "O Messenger of Allah! Please make an exception for the grass called 'izkhir' for our goldsmiths and for graves." So the Prophet (peace and blessings be upon him) made an exception for it.
