Hadith 21188

Zirr says that I asked Hazrat Ubayy (may Allah be pleased with him) that Hazrat Abdullah bin Mas'ud (may Allah be pleased with him) says regarding the Mu'awwidhatayn (that these are not part of the Qur'an, and that is why he does not write them in his copy?). Hazrat Ubayy bin Ka'b (may Allah be pleased with him) replied that we asked the Holy Prophet (peace and blessings be upon him) about these Surahs, so the Holy Prophet (peace and blessings be upon him) said: I have been commanded to say ( "Qul" — say), therefore I say it. Thus, whatever the Holy Prophet (peace and blessings be upon him) said, we also say.
