Zirr says that I asked Hazrat Ubayy (may Allah be pleased with him) that Hazrat Abdullah bin Mas'ud (may Allah be pleased with him) says regarding the Mu'awwidhatayn (that these are not part of the Qur'an, and that is why he does not write them in his copy?). Hazrat Ubayy bin Ka'b (may Allah be pleased with him) replied that we asked the Prophet Muhammad (peace and blessings be upon him) about these surahs, so the Prophet (peace and blessings be upon him) said, "It has been commanded to me to say." ("Qul" — say), therefore I say it. Thus, whatever the Prophet (peace and blessings be upon him) said, I also say.

The previous hadith is also narrated through this second chain.
