Ahsan (may Allah have mercy on him) says that Ibn Amir appointed Kilab bin Umayyah as the governor of Aylah. At that time, Hazrat Uthman bin Abi Al-Aas (may Allah be pleased with him) was on his land. He came to Kilab and said, "I heard the Prophet (peace and blessings of Allah be upon him) say that during the night there is an hour in which the gates of the heavens are opened, and a caller announces: 'Is there anyone who asks so that I may give to him? Is there anyone who supplicates so that I may accept his supplication? Is there anyone who seeks forgiveness for his sins so that I may forgive him?'" The narrator further says that Dawood once went out at night and said, "Whoever asks Allah for anything, Allah will surely grant it to him, except if he is a magician or a tax collector." Upon hearing this hadith, Kilab called for his mount, rode it, went to Ibn Amir, and said to him, "Take back your position." When he asked the reason, Kilab replied, "Hazrat Uthman bin Al-Aas (may Allah be pleased with him) narrated such a hadith to us."
