حَدَّثَنَا ابْنُ نُمَيْرٍ حَدَّثَنَا سَيْفٌ قَالَ سَمِعْتُ عَدِيَّ بْنَ عَدِيٍّ الْكِنْدِيَّ يُحَدِّثُ عَنْ مُجَاهِدٍ قَالَ حَدَّثَنِي مَوْلًى لَنَا أَنَّهُ سَمِعَ عَدِيًّا يَقُولُ سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ يَقُولُ إِنَّ اللَّهَ عَزَّ وَجَلَّ لَا يُعَذِّبُ الْعَامَّةَ بِعَمَلِ الْخَاصَّةِ حَتَّى يَرَوْا الْمُنْكَرَ بَيْنَ ظَهْرَانَيْهِمْ وَهُمْ قَادِرُونَ عَلَى أَنْ يُنْكِرُوهُ فَلَا يُنْكِرُوهُ فَإِذَا فَعَلُوا ذَلِكَ عَذَّبَ اللَّهُ الْخَاصَّةَ وَالْعَامَّةَ
It is narrated from Hazrat Adi bin Umairah (may Allah be pleased with him) that I heard the Prophet (peace and blessings of Allah be upon him) saying: Allah does not punish the common people because of the actions of the elite, unless they (the common people) begin to commit sins openly and the elite, despite having the power to stop them, do not do so. Then Allah subjects both the elite and the common people to punishment. Hadith number 17868 is also narrated through this second chain of transmission.
