Anas (b. Malik) reported: It rained upon us as we were with the Messenger of Allah (ﷺ) . The Messenger of Allah (ﷺ) removed his cloth (from a part of his body) till the rain fell on it. We said: Messenger of Allah, why did you do this? He said: It is because it (the rainfall) has just come from the Exalted Lord.

Hadith Commentary:
Benefits and Issues:
➊ This hadith shows that withholding and sending down rain is within the control of Allah Ta'ala. He withholds it whenever He wills and sends it down whenever He wills, regardless of whatever apparent causes there may be.
➋ It is also established from this that Allah Ta'ala is above, because the Prophet (sallallahu alayhi wa sallam) said: "It is coming freshly from your Lord," and rain comes from above.
➌ Therefore, it is commendable to seek blessing from it.

Benefits and Issues:

It is recommended (mustahabb) to bathe in the rain with the intention of seeking blessing (tabarruk).
And the matter of seeking blessing (tabarruk) is based on divine instruction (tawfiqi), not analogy (qiyasi).

In this, there is also an affirmation of the attribute of elevation (jihah ‘uluw)—that Allah, the Mighty and Majestic, is above (over the heavens).
