Zirr (b. Hubaish) reported: I heard from Ubayy bin Ka'b a statement made by 'Abdullah bin Mas'ud in which he said: He who gets up for prayer (every night) during the year will hit upon Lailat-ul-Qadr. Ubayy said: By Allah I there is no god but He, that (Lailat-ul-Qadr) is in Ramadhan (He swore without reservation:) By Allah, I know the night; it is the night on which the Messenger of Allah (ﷺ) commanded us to pray. It is that which precedes the morning of twenty-seven and its indication is that the sun rises bright on that day without rays.

Ubayy b Ka'b reported: By Allah, I know about Lailat-ul Qadr and I know it fully well that it is the twenty-seventh night (during Ramadan) on which the Messenger of Allah (ﷺ) commanded us to observe prayer. (Shu'bah was in doubt about these words:" the night on which the Messenger of Allah (ﷺ) [may peace be upon him] commanded us to observe the prayer." This has been transmitted to me by a friend of mine.)

Zirr bin Habaish reported: I asked Ubayy bin Ka'b (RA) : Your brother (in faith) Ibn Mas'ud says: He who stands (for the night prayer) throughout the year would find Lailat-ul-Qadr, whereupon he said: May Allah have mercy upon him; (he said these words) with the intention that people might not rely only (on one night), whereas he knew that it (Lailat-ul-Qadr) is in the month of Ramadan and it is the twenty-seventh night. He then took oath (without making any exception, i. e. without saying Innsha Allah) that it was the twenty-seventh night. I said to him: Abu Mundhir, on what ground do you say that? Thereupon he said: By the indication or by the sign which the Messenger of Allah (ﷺ) gave us, and that is that on that day (the sun) would rise without having any ray in it.

Zirr bin Hubaish reported that Ubayy bin Ka'b (RA) said about Lailat-ul-Qadr: By Allah, I know well about it. Shu'bah said: To the best of my knowledge it was the twenty-seventh night for which the Messenger of Allah (ﷺ) commanded us to stand for prayer. Shu'bah doubted these words: That it was the night for which the Messenger of Allah (ﷺ) commanded us to stand for prayer. And (he further) said: This was narrated to me by a friend of mine from him (the Holy Prophet).

Shaykh Maulana Abdul Aziz Alvi
Hadith Commentary: Benefits and Issues: From this hadith, it is understood that the Messenger of Allah (sallallahu alayhi wa sallam) did not state that Laylat al-Qadr is definitely on the twenty-seventh night. However, the specific sign that the Messenger of Allah (sallallahu alayhi wa sallam) mentioned was, according to the experience and observation of Ubayy ibn Ka'b (radi Allahu anhu), generally found on the morning following the twenty-seventh night. Therefore, he stated with complete certainty and conviction that Laylat al-Qadr is definitely on the twenty-seventh night. Some other Companions (radi Allahu anhum ajma'in), based on their own vision and observation, said the same regarding the twenty-first or twenty-third night. For example, Abdullah ibn Unais (radi Allahu anhu) used to come to the Prophet's Mosque for worship only on the twenty-third night.
