باب مَتَى يَقُومُ النَّاسُ لِلصَّلاَةِ:Chapter: When should the people stand up to pray?
وحَدَّثَنِي سَلَمَةُ بْنُ شَبِيبٍ ، حَدَّثَنَا الْحَسَنُ بْنُ أَعْيَنَ ، حَدَّثَنَا زُهَيْرٌ ، حَدَّثَنَا سِمَاكُ بْنُ حَرْبٍ ، عَنْ جَابِرِ بْنِ سَمُرَةَ ، قَالَ : كَانَ بِلَالٌ ، " يُؤَذِّنُ إِذَا دَحَضَتْ ، فَلَا يُقِيمُ حَتَّى يَخْرُجَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ ، فَإِذَا خَرَجَ ، أَقَامَ الصَّلَاةَ حِينَ يَرَاهُ " .
Jabir bin ahadeeth reported: Bilal (RA) summoned to prayer as the sun declined but did not pronounce Iqama till the Apostle of Allah (ﷺ) came out and when he hears the Iqamah was pronounced on seeing him.

Because the muezzin has been appointed as the guardian of the time of the call to prayer (adhan), therefore, no one has the right to compel him to delay or advance the adhan.

It is not necessary for the imam to be already standing on his prayer mat before the iqamah is called; rather, it is permissible to pronounce the takbir (iqamah) upon seeing him approaching as well.
