Anas (RA) reported that the Ansar felt reluctant that they should circumambulate between al-Safa' and al-Marwah until it was revealed: "Verily al-Safa' and al-Marwah are among the Signs of Allah"; so whoever performs Hajj or 'Umrah, for him there is no harm that he should circumambulate between them.

Hadith Commentary: Benefits and Issues: From the above narrations, it is established that there were two groups among the Ansar. One of them, during the period of ignorance (jahiliyyah), used to circumambulate (tawaf) Safa and Marwah for the sake of Isaf and Na’ilah, while the other, due to performing tawaf of Manat, did not perform their tawaf. After embracing Islam, both these groups felt uneasy about performing tawaf of Safa and Marwah. Allah removed the matter that was troubling the hearts of these two groups and a third group through this verse.

Hadith Commentary:
When the Sacred Mosque (Masjid al-Haram) was appointed as the qiblah, there were many misconceptions among the people regarding Safa and Marwah, the details of which have already been mentioned in the benefits of the previous hadith.
In this noble verse, those misconceptions have been addressed: performing sa’i (ritual walking) between these two places is among the essential rites of Hajj, and the sanctity of these places is from Allah.
It has no connection whatsoever with the baseless innovations of the people of ignorance (Jahiliyyah).
