Ibn Abbas (RA) reported: During the pre-Islamic days women circumambulated the Ka’bah nakedly, and said: Who would provide cloth to cover the one who is circumambulating the Ka’bah so that she would cover her private parts? And then she would say: Today will be exposed the whole or the part and what is exposed I shall not make it lawful. It was in this connection that the verse was revealed: "Adorn yourself at every place of worship" (vii. 31).

Vocabulary of the Hadith:

Tatawwaf:
The clothing in which one can perform tawaf (circumambulation).
(2)
Al-yawm yabdu ba‘duhu aw kulluhu:
Today, if complete clothing is not available,
then some part of the private area will be exposed,
and if no clothing is available at all, then the entire private area will be exposed.
Fama bada minhu fala uhillu:
Whatever part or whole of the private area becomes exposed,
I do not permit anyone to look at it or to gaze at it.
Benefits and Issues:
Except for the Hums, the rest of the tribes held the view that it was not permissible to perform the tawaf of Hajj or ‘Umrah in the clothes in which they had committed sins.
Therefore, if the Quraysh or their allies provided them with clothing,
they would perform tawaf wearing those clothes.
Otherwise, they would remove their own clothes and perform tawaf naked, or they would leave their own clothes there, and according to some, if they performed tawaf in their own clothes,
then after tawaf they could not use those clothes again.
If they performed tawaf naked,
then they could wear their clothes again afterwards.
Therefore, if women did not receive clothes from the Hums,
they would perform tawaf naked and would place their hands over their private areas.
