Jarir bin 'Abdullah reported: I asked Allah's Messenger (ﷺ) about the sudden glance (that is cast) on the face (of a non-Mahram). He commanded me that I should turn away my eyes.

It is understood from this that if, without any intention or purpose, one’s gaze suddenly falls upon a non-mahram (strange) woman, then there is no harm in it.
The harm and sin lie in looking repeatedly and deliberately with intention and purpose.
And it is also necessary that even the sudden gaze should be turned away immediately.
