Jabir bin 'Abdullah reported that Allah's Messenger (ﷺ) forbade that any beast should be killed after it has been tied.

Hadith Commentary: Benefits and Issues: Since the Messenger of Allah (sallallahu alayhi wa sallam) has commanded good treatment towards everything, and tying up an animal to use it as a target causes it pain and suffering, therefore he (sallallahu alayhi wa sallam) forbade making it a tied target for practice and sent curses upon the one who does this act. Because the animal has been commanded to be slaughtered, to throw it in this manner as a target is a waste of it. In this way, it is a double offense.

Tying its legs for the purpose of slaughtering, so that it does not become uncontrollable, is not included in this prohibition.
