Abu Zubair heard Jabir bin 'Abdullah (RA) saying: Allah's Messenger (ﷺ) ordered us to kill dogs, and we carried out this order so much so that we also kill the dog coming with a woman from the desert. Then Allah's Apostle (ﷺ) forbade their killing. He (the Holy Prophet (ﷺ) further) said: It is your duty the jet-black (dog) having two spots (on the eyes), for it is a devil.

➊ In the beginning, a general command was given to kill dogs in order to instill aversion towards them.
➋ Gradually, as this aversion became firmly established,
➌ then those dogs which did not cause harm or injury,
➍ the killing of such dogs was prohibited.
➎ An extremely black dog is frightening, and people feel danger and fear from it,
➏ therefore, the permission to kill it was maintained.
➐ And due to its harm and danger, it was described as a devil (shaytan),
➑ or the black dog with two spots over its eyes is, in reality, a devil—and the true reality of this is best known to Allah.
