Musannaf Ibn Abi Shaybah

Hazrat Asim narrates that the judge of Basra, Hazrat Adi bin Arta’ah, wrote a letter to Hazrat Umar bin Abdul Aziz stating that he had found a murdered person in the butchers’ market and asked what he should do. He replied: In any case, the blood money of the murdered person will be paid from the public treasury (Bait-ul-Mal).
