Musannaf Ibn Abi Shaybah

Hazrat Nafi' bin Jubair narrates that Hazrat Ibn Abbas (may Allah be pleased with them) said: In the case of a person killed during the sacred months, four thousand dirhams will be added to the blood money, and in the case of a person killed within the boundaries of the Haram, four thousand dirhams will also be added to the blood money. And in the case of a person residing within the boundaries of the Haram, twenty thousand dirhams will be added to the blood money.

Hazrat Ikrimah narrates that Hazrat Umar bin Khattab decided the blood money (diyat) for the people of the town to be twelve thousand dirhams. And he said: I fear for you regarding the rulers who will be appointed after me. Therefore, the blood money for the people of the town will not be increased by making it more severe, neither in the sacred months nor within the boundaries of the Haram, and the blood money for the people of the town is already severe; there will be no increase in it.

Hazrat Abu Najeeh narrates that Hazrat Usman gave the verdict of a full blood money (diyah) and an additional one-third diyah for a woman who was killed within the boundaries of the Haram.

Hazrat Saeed bin Musayyib, Hazrat Sulaiman bin Yasar, and Hazrat Ata said: When someone is killed within the boundaries of the Haram, there will be blood money (diyat) and one-third of the blood money. And if someone is killed during the sacred months while in the state of Ihram, then an aggravated blood money (diyat mughallazah) will be obligatory, meaning a stricter form of blood compensation.

Hazrat Ata, Hazrat Saeed bin Jubair, and Hazrat Mujahid said regarding the person who committed murder in the sacred months: Blood money (diyat) and an additional one-third of the blood money will be obligatory. And one of them said (the narrator says I think it was Hazrat Saeed bin Jubair who said): Whoever commits murder within the boundaries of the Haram, then one blood money and an additional one-third of the blood money will be obligatory.

Hazrat Muammar states that Imam Zuhri said regarding the person who committed murder within the boundaries of the Haram or during the sacred months, the full blood money (diyah) and an additional one-third of the blood money will be obligatory.
