Explanation of Blood Money: Upon Whom Is It Obligatory?
Hadith 29104
٢٩١٠٤ - حدثنا أبو بكر قال: حدثنا أبو بكر (قال: حدثنا) (١) مغيرة عن إبراهيم قال: العقل على أهل الديوان.
Hazrat Mughira narrates that Ibrahim said: The blood money will be upon the people of the Diwan.
Hadith 29105
٢٩١٠٥ - حدثنا أبو بكر قال: حدثنا (هشيم) (١) عن أبي حرة عن الحسن قال: العقل على أهل الديوان.
Hazrat Abu Hurrah narrates that Hasan Basri said: The blood money will be upon the people of the register.
Hadith 29106
٢٩١٠٦ - حدثنا أبو بكر قال: حدثنا حميد بن عبد الرحمن عن حسن عن مطرف عن الحكم: قال عمر أول من جعل الدية عشرة عشرة في أعطيات المقاتلة دون الناس (١).
Hazrat Hakam states that Hazrat Umar was the first person who fixed the blood money in ten parts in the salaries of the soldiers, apart from the people.
