Musannaf Ibn Abi Shaybah

Hazrat Salim says that if I were a resident of Makkah Mukarramah, I would not perform Umrah.

Hazrat Ata says that there is no ‘Umrah’ obligatory upon the residents of Makkah Mukarramah. ‘Umrah’ is performed by one who desires to visit the House of Allah and perform its circumambulation, whereas the residents of Makkah Mukarramah can perform circumambulation whenever they wish.

Hazrat Ata says that there is no ‘Umrah upon the people of Makkah. Hazrat Ibn Abbas (may Allah be pleased with them both) says: O people of Makkah! There is no ‘Umrah upon you; indeed, your ‘Umrah is that you visit the House of Allah. So, whoever has the valley between himself and the Haram should not enter Makkah without Ihram. Hazrat Ibn Jurayj says: I asked Hazrat Ata whether Hazrat Ibn Abbas (may Allah be pleased with them both) considered the valley to be outside the Haram. He replied: The valley is indeed outside the Haram (i.e., it is not within the Haram).

16420 - Abu Bakr narrated to us, he said: Ibn Idris narrated to us from Ibn Jurayj from Ata who said: There is no ‘umrah upon the people of Mecca. Ibn Abbas said: O people of Mecca, there is no ‘umrah for you; your ‘umrah is only the tawaf (around the House) (1). So whoever places between himself and the Haram the valley’s bottom, let him not enter Mecca except in ihram (2).

16421 - He said: So I said to Ata: Does Ibn Abbas mean (the valley) (1) from the area outside the sanctuary? He said: The bottom of (the valley) (2) is from the area outside the sanctuary.

Hazrat Tawus says that there is no ‘Umrah (obligation) upon the people of Makkah.
