Hazrat Tawus says that in such a case, it depends on his intention.

Ibrahim, Hazrat Jabir, and Hazrat Amir state that it is incumbent upon him to make the intention.

Yunus says that I set out with the intention of performing Umrah in the month of Rajab. I intended to enter into the state of Ihram for Umrah, but then I entered into the state of Ihram for Hajj. I asked Hazrat Saeed bin Jubair about this matter. He laughed and said, "There is nothing upon you (no sin or penalty, etc.)," and Hasan also said the same as Hazrat Saeed bin Jubair.

Hazrat Ata says regarding the person who sets out with the intention of Umrah but recites the Ihram and Talbiyah for Hajj, that Hajj does not become obligatory upon him.
