Musannaf Ibn Abi Shaybah

Hazrat Husain narrates that Hazrat Amir used to say regarding dogs: When a man is surrounded by dogs while the dogs are with the herd, and then they bite him, there will be no liability on the owner of the dogs. But if the dogs come in front of people on the road and bite someone, then in that case liability will be necessary upon the owner.
